Dispatches From the Fallout Shelter

1978 saw the founding of Project Morrow, a government funded think tank to plan for the unthinkable: how to restart civilization after a nuclear holocaust turned the dial back to the stone age.  Originally a group of thinkers, technical experts and hippies with a ‘feelgood’ agenda towards the concept of a new dawn, the Project was placed under the oversight of an Operations Analyst just to keep the entire cat herd moving towards the same horizon.

Budget cuts and the Star Wars program undermined the project in the 80s, leading to a search for private funding and a mass exodus of the more granola elements. It was during this period of Ronald ‘Raygun’ diplomacy the newly renamed Morrow Program relocated to their secure headquarters in an abandoned section of subway service tunnels (after a failed bid to secure facilities under the Denver airport). Originally utilitarian, the secure location had the benefit of quick access to concealed entrances from a major urban population. The recently infused majority shareholders of survivalist elements could also be mollified with a bomb-proof facility and a move to a rural compound in Waco Texas was barely voted down.

Throughout the 90s the Morrow Program maintained its arms-length association to government under the overall command of its Operations Analyst. ‘Ops’ guided a substantial amount of ‘green’ funding into the Morrow Program and added a complete refurbishment of the facility under the aegis of being an experimental ‘bio-dome’.  Aside from introducing a wide variety or organic system failures and the return of several founding members of Project Morrow all efforts to produce an effective, self-sustaining underground biome were coincidental at best.

The new millennia saw a sweet, sweet injection of funds in the form of misplaced Y2K hysteria and temporarily bolstered the Morrow Program, now known as the Morrow Sustainability Initiative. MSI’s mandate was a thinly disguised zombie-survival plan by the increasingly paranoid survivalist private backers. As the Y2K threat quickly dissolved the resulting schism saw these old-guard backers split away, leaving a skeleton crew of unmotivated administrators and technical experts.

It was the post 9-11 war on privacy and constitutional freedoms that has sustained the struggling MSI. Under new oversight as the previous longstanding ‘Ops’ commandant retired, the newly christened Morrow Data Bank (Mdb) became host to a vast underground server cluster and moved under and civilian contractor status. Funding to scan and trend internet data has almost entirely eclipsed whatever legacy mandate to plan for the eventual rebirth of civilization in the event of an Extinction Level Event.
